Job Description

The Financial Management Specialist will be responsible for the financial management function of USEEP. He/She will manage and monitor all the financial activities of the project in line with the international and the Government of Uganda (GoU) financial regulation and perform analytical work on financial management and financial accountability issues.
Background
The Government of Uganda has received financing of USD 150 million from the World Bank towards support to the 3-year Uganda Secondary Education Expansion Project (USEEP) under the Ministry of Education and Sports (MoES). The project became effective on 19 May 2022 and is expected to close by 31st December, 2025.

Duties and Responsibilities

  • Overseeing financial planning and budgeting processes to ensure alignment with organizational goals and objectives.

  • Monitoring and managing financial transactions and expenditures to ensure compliance with government regulations and policies.

  • Preparing and analyzing financial reports, statements, and forecasts to provide insights for decision-making and strategic planning.

  • Developing and implementing financial controls and procedures to safeguard assets and ensure accurate financial reporting.

  • Coordinating with various departments and stakeholders to ensure effective financial management and resource allocation.

  • Conducting financial audits and reviews to assess the accuracy and efficiency of financial operations and identify areas for improvement.

Qualifications and Experience

  • An Honours Bachelor’s Degree in Commerce (Accounting option), Business Administration (Accounting option), Accounting, or Finance.

  • A Master’s Degree in Financial Management, Business Administration, or related fields will be an added advantage.

  • Applicants should have full professional qualifications in ACCA or CPA.

  • Applicants should have seven (7) years of practical working experience in financial management or related accounting duties in a public or private institution.

  • A minimum of three (3) years of experience in financial and accounting procedures of the Government of Uganda, World Bank, or other Multilateral Development Banks is essential.

  • Experience in Finance and Administration is an added advantage.

  • Knowledge of the Government of Uganda IFMS system is desirable.
